The following are some useful sites which have links to NLP resources

The Stanford University site has a great links page with lots of links to linguistics resources
The Summer Institute of Linguistics (SIL) web site also has a very good links page.
The iLovelLanguages site is probably the best place to start looking for information about anything to do with language. Although the Yamada Language Center is another good competitor.
Wordnet is an excellent free database of information about the words that comprise the English language. There Global Wordnet Association aims to extend the Wordnet concept to other languages. But most of the projects under this umbrella (e.g. EuroWordnet) are not available for free.
The European Union funds lots of research into Human Language Technologies.

Institiúid Teangeolaíochta Éireann(ITÉ) - The Linguistics Institute of Ireland
The National Language Technology Center is located in Dublin City University (DCU)
The CLISTE research group is located in University College Dublin.
Trinity College has a Computational Linguistics Research Group
The Irish Speech Group is a group of reserachers interested in researching Speech Technology for the Irish Language.
The University of Limerick has a special Center for Language Engineering.
Media Lab Europe also have a number of NLP related projects underway.
There is a series of weekly seminars called "Dublin Computational Linguistics Research Seminar Series" which is hosted in turn by DCU, TCD and DCU.
